The ex-deputy director of Lyceum No. 12 of Yekaterinburg, Lilia Ardasheva, was brought to administrative responsibility for propaganda of LGBT people among minors. The reason was the performance of lyceum students at a dance competition, where they presented a number with elements of twerk and cheerleading. The public movement “Call of the People” initiated the check of the security forces, the participants of which were indignant that the leadership of the educational institution did not suffer any punishment in connection with this. The city’s Department of Education reported that the deputy director resigned of her own free will.
Lilia Ardasheva, the former deputy director for educational work of lyceum No. 12, was brought to administrative responsibility by the public movement Call of the People, which had earlier initiated an inspection at the lyceum. The activists published a copy of the response of the Ministry of Internal Affairs for Yekaterinburg to a request to check the educational institution for propaganda of non-traditional sexual relations among minors. The answer was prepared by Alexander Smirnykh, head of the juvenile department of the department of precinct commissioners; the document contains a message about bringing Mrs. Ardasheva to administrative responsibility. In an interview with Kommersant-Ural, the leader of the Call of the People, Sergei Zaitsev, said that initially the public activists asked the Investigative Committee of the Russian Federation (Investigative Committee) to check the lyceum, but from there the appeal was redirected to the city police and the prosecutor’s office. The Ministry of Internal Affairs also did not tell the public figure under which article Lilia Ardasheva was brought to justice, but he himself suggests that this could be Part 1 of Art. 6.21 of the Code of Administrative Offenses (propaganda of non-traditional sexual relations among minors, a fine of up to 50 thousand rubles). According to him, the organization prepared an appeal to the authorities at the end of May, but the regional authorities were more likely to support the leadership of the lyceum, so the activists decided to write to the TFR. Mr. Zaitsev noted that none of the parents of lyceum students applied to his organization.
The Department of Education of Yekaterinburg told Kommersant-Ural that Lilia Ardasheva left the lyceum of her own free will on July 30th. In May, after the schoolchildren’s performance caused a public outcry, she was reprimanded, and in June, after the Lyceum was checked by the department, the director was also reprimanded. “Parents, the school-wide parent committee, the Council of Fathers have taken responsibility for supporting teachers in the process of educational work, including the education of patriotism in children,” the department assured. They added that parents, together with the administration of the lyceum, plan to draw up a program of joint events for the new academic year, and it involves strengthening parental control over all entertainment and competitive events.
The performance that excited many took place on May 12 at the school competition “Dance Galaxy”: during the dance, three teenagers took off their T-shirts, after which other young people ran up to them, and everyone performed paired movements. The Ural team of TV presenter Vladimir Solovyov was one of the first to pay attention to the dance of the lyceum students, who called it “a vulgar performance with an LGBT flavor”. An official investigation was launched at the lyceum, and the Minister of Education of the Sverdlovsk Region, Yuri Biktuganov, proposed to dismiss the director, Lyubov Kuleva. However, the mayor’s office of Yekaterinburg considered that the dance did not imply the promotion of non-traditional values - it was just that children who did not have choreographic training unsuccessfully combined different styles and directions. After that, Anatoly Vyborny (ER), Deputy Chairman of the State Duma Committee on Security, also asked to check the lyceum for LGBT propaganda.
