Yaroslavl region introduces fines for spitting in public places

The Yaroslavl region was the first in the country to introduce a system of fines for spitting in public places. Beginning September 7, residents of the region will be fined for such an offense. As RIA Novosti clarifies with reference to the regional government, until September 7 there was a transition period, during which residents received not fines, but warnings. In total, more than 50 cases were identified.

The rules on fines for this offense were included in the regional law “On Administrative Offenses”. According to the document, for spitting in a public place violators face a fine of 1.5 thousand rubles, which doubles to 3 thousand rubles for repeated violations.

To identify violators, the authorities of the region are actively using modern technologies, including video surveillance. When a violation is detected, photo and video data are transferred to the face recognition program to identify the offender.

The operational group, which includes representatives of the inspection of administrative and technical supervision, the police and members of the administrative commissions, immediately leaves for the scene. There they record the data of the violator and consider the administrative material directly at the scene.
