Rosleskhoz should assess how effectively the governors fought forest fires this year, Prime Minister Mikhail Mishustin gave such an order on Monday. In addition, the government approved a methodology for setting targets to reduce the area of natural fires in each region. The work of governors will be evaluated, including by this indicator.
Prime Minister Mikhail Mishustin instructed to evaluate the work of the heads of regions in the fight against forest fires – he said this in Yakutia at a meeting on the passage of the fire season. Mr. Mishustin reminded the governors of the instruction of the President of the Russian Federation to reduce burnouts by 50% by 2030. Recall, following this instruction, the Ministry of Natural Resources developed indicators for the annual reduction in the area of forest fires for all regions of the country. According to the plans of officials, the 12 most “burning” regions (in particular, Yakutia, Buryatia, Chukotka, the Krasnoyarsk and Khabarovsk Territories, as well as the Irkutsk and Amur Regions) should reduce the area covered by fire to half in five years, and all the rest – by 2030. On Monday, this method was approved by the government.
“This should become a guideline for all of you,” the prime minister addressed the governors. “Fighting forest fires is primarily the responsibility of the regional authorities. The federal center provides Russian subjects with financial resources and the necessary equipment. You now have everything that is required for the effective organization of such work.
At the same time, Mikhail Mishustin announced the allocation of an additional 1.5 billion rubles. They are planned to be used, in particular, to increase the number of special measures to localize and eliminate fires, as well as to reduce the risks of their occurrence – the corresponding order has already been signed.
In general, over the past year, according to the prime minister, funding for fire fighting from the federal center has more than doubled: from 6 billion rubles. in 2021 to 14.2 billion rubles. in the current one.
As a result, he added, fires were eliminated in 30 regions on the first day, and in 13 subjects they were not allowed to appear.
The head of the Ministry of Emergency Situations of the Russian Federation Alexander Kurenkov drew attention to the fact that the identified fires, including those on the lands of specially protected natural areas, are not always localized in the first days of their discovery. In addition, he recalled that previously the regions had reduced the conditions for recognizing a forest fire as an emergency. “But now there is a fear that this was done only to simplify the involvement of the federal group. Instead of regional teams effectively extinguishing fires with the forces provided for by the master plans, ”he was indignant.
Against the backdrop of increased funding, the head of the Ministry of Natural Resources, Alexander Kozlov, also had complaints. He drew attention to the fact that at the beginning of the year, certain regions, for example, Yakutia and the Krasnoyarsk Territory, having received more federal money, decided to cut off regional co-financing: “We consider this unacceptable. There is no need to repeat this next year.”
According to the Ministry of Natural Resources, this year the number of forest fires is comparable to last year, but the area covered by fire is 2.7 times less.
Now it is 3.1 million hectares, and by the same time, almost 8.4 million hectares burned out last year. In the Far East, which has been “leading” in recent years, the area has also decreased by 3.5 times – from 7.5 million to 2.1 million hectares.
According to Mr. Kozlov, a third of all forest fires in the country occurred due to the transfer of fire to forests from fields and meadows. “Such fires are called landscape fires, and extinguishing them from January 1, according to the law, is the authority of the governors,” he pointed out. “Only we keep statistics of transitions. They are not fixed in the regions, they pass like thermal points.” He noted that in June he agreed with the governors that they would start keeping such records.
