The Ministry of Digital Development, Telecommunications and Mass Media plans to adapt all websites of executive and municipal authorities for the convenience of people with visual impairments. The corresponding departmental order of the Ministry of Digital Transformation was submitted for public discussion.
As MK was told in the press service of the ministry, the document defines the requirements for the websites of state structures, as well as the principles of interaction between the federals, regionals and municipalities, as well as their subordinate organizations to achieve their goals. One of the first requirements is the ability to increase the text on the site up to 200% – this is necessary for the visually impaired. For them, all the texts on the websites of the authorities should be as contrasting as possible. For people who do not see at all, software is provided that can “read” the information published on the portals. The titles of the pages of the official site and the links that are placed on it will have to contain a description that is understandable to users.
Since not all authorities have the technical ability to provide all these conditions, local governments and subordinate organizations will be given the opportunity, when developing and (or) upgrading their official websites, to use the Gosweb subsystem, on the basis of which, in particular, the federal portal operates “Government Services”. The decision to include a state body, local government body or subordinate organization in the Gosweb project will be made by the federal executive authorities.
