What is salary indexation
Wage indexation is an increase in earnings to protect against inflation due to rising consumer prices. This procedure is mandatory, it is fixed article 134 of the Labor Code of the Russian Federation.
Who will have their salaries indexed in 2024?
From January 1, 2024, it is planned to index salaries for public sector employees in the amount of 4.5% to 9.8%, depending on the area. From January 1, 2024, the earnings of workers in the fields of education, healthcare, social security, culture and science will increase by 9.8%. From October 1 of the same year, the salaries of other public sector employees will be indexed by 4.5%.
Salary increases planned:
– employees of social institutions;
– employees of law enforcement agencies;
– teachers;
— cultural workers;
— medical workers;
— Rosstandart employees;
— employees of Rospotrebnadzor;
— employees of the Ministry of Emergency Situations and law enforcement agencies;
– military personnel;
– employees of social services;
– agricultural and forestry workers.
Indexation of medical salaries in 2024
In 2024, it is planned to increase the salaries of 901.6 thousand medical workers. It is planned to allocate 96.3 billion rubles for this. Of them:
— 44.8 billion rubles — for doctors;
— 37 billion rubles — for doctors providing primary health care;
— 2.7 billion rubles — for junior medical personnel;
— 1.6 billion rubles — for emergency doctors.
Such measures are aimed at solving the problem of staff shortages.
Indexation of teachers’ salaries
From 2024, a new system for calculating wages in the education sector will come into effect. The experience and qualifications of the teacher will be taken into account. Depending on these parameters, some teachers will receive an additional percentage of their salary.
On September 25, 2025, deputies from the LDPR submitted to the State Duma bill, establishing teachers’ salaries at least twice the minimum wage. In 2024, the minimum wage will be 19,242 rubles. The document is currently awaiting consideration in the State Duma. However, this process is scheduled for the spring session of 2024.
Increasing student scholarships
On August 21, 2023, it was introduced to the State Duma bill, proposing to increase the amount of student scholarships to the level of the minimum wage. In 2023, their amount was 1,825 rubles, the document says. The government refused to support the initiative. The bill is scheduled to be considered in the first reading in December 2023.
Indexation of salaries for officials
In 2024, there will be no indexation of officials’ earnings. The salaries of judges, civil servants, State Duma deputies and employees of some federal executive bodies will be frozen until January 1, 2025. This restriction will not affect military and law enforcement officers. With this step it is planned to save 36 billion rubles.
How will the salaries of military personnel and employees of the Ministry of Internal Affairs change?
The salary of a military personnel will depend on rank, position and length of service. From October 1, 2024, military allowances will increase by 4.5%. The salary of SVO participants will be increased to 210 thousand rubles. per month.
Employees of the Ministry of Internal Affairs will face a similar salary indexation. Their earnings will be increased by 4.5% from October 1, 2024.
Salary indexation in commercial organizations
In non-governmental organizations, salary indexation is provided article 130 of the Labor Code of the Russian Federation. However, this decision is actually made by the employer. When calculating indexation, it is guided by the level of inflation, the size of the minimum wage and the consumer price index.
