To court through a single window: a new service of Russian multifunctional centers

Employees will help to digitize documents and send them to the court

In Russia, the procedure for filing documents with the court has been radically simplified for citizens – now this can be done with the help of multifunctional centers (MFCs). In Moscow and other regions they are called “My Documents”. Representatives of the MFC explained how to use the new service.

“Through the MFC, documents can be submitted in the form of an electronic image of a document signed with a simple electronic signature,” the message says. On the desktops of public computers in the MFC there is a special link to the Internet portal of the State Automated System “Pravosudie”, through which the online submission of documents takes place.

Access to the “Electronic Justice” system, emphasized in the MFC, occurs with the help of a personal account – it is created automatically at the first request. To identify the user – after all, we are talking about official documents – the account of an individual ESIA is used (it is also the login and password for the federal “State Services”).

An advanced user who already knows how to handle the Gosuslug ecosystem will be able to file documents with the court remotely, right from home. At the MFC, however, you can not only enter your personal account and submit the necessary applications and documents, but also get help from employees. Operators will help to register and confirm the ESIA account, recover a forgotten password, enter the personal account of “Electronic Justice”. It is important to note that MFC employees do not provide legal advice on the content of documents that are sent to the court. In the MFC, you can digitize, that is, scan, documents already available in paper form. At the same time, MFC employees accept only originals and duly certified copies of such documents for copying for filing with the court.

After the necessary documents are submitted, notifications about the acceptance and further passage through the authorities of applications and “papers” are sent to e-mail and to the personal account of the GAS “Pravosudie” portal. If the documents are submitted through the MFC, an employee of the center will help print out a coupon notification of the submission of documents – it will be needed for further requests. Thus, it became possible to exclude from the judicial procedure the most “nervous” and inconvenient link – the personal filing of documents with the court at its address. This is another important step towards the standardization of the provision of public services, of which justice is one of the most important.
