Activists of the Russian Social Initiative proposed introducing a tax on keeping a dog in a city apartment. Popular experts believe that owners of balls and bobbies should pay from 50 to 300 rubles monthly, depending on the size of the pet. At the same time, cats living in apartments, according to the authors, should not be taxed.
As MK found out, proactive citizens registered a petition in which they demanded to develop and introduce rules and regulations for keeping and walking pets in cities. Social activists point out that today in every city there is an acute problem of walking and living in houses with four-legged pets.
This mainly applies to cats and dogs. People’s experts propose to restore order in this area. The first step, in their opinion, should be to oblige every owner to microchip their animal and introduce a tax on keeping dogs in an apartment building.
At the same time, activists are calling for the creation of an organization that will ensure that owners walk with their pets according to the rules. It is proposed to equip employees with chip scanners and give them the authority to issue fines. The fine should be based on the size of the dog and the type of violation. Thus, walking a medium-sized dog without a leash, but wearing a muzzle, should cost the owner 1,000 rubles. If the same dog is also walked without a muzzle, the owner will be fined 2,000 rubles. etc.
Activists have prescribed an algorithm for what to do if a dog is found on the street without its owner. It is assumed that the chip will allow inspectors to find the owner by phone. If the owner has lost a dog and is ready to pick it up, he must pay the organization 500 rubles for the work of catching and keeping the animal. per day, as well as a fine in favor of the state – 2000 rubles. If the owner refuses to take the dog, the fine increases to 5,000 rubles. When catching a microchipped cat, social activists propose reducing the maintenance payment to 100 rubles. per day and a fine of up to 500 rubles, and if you refuse to pick up – up to 2000 rubles. in favor of the state.
