Chairman of the Supreme Court (SC) of the Russian Federation Vyacheslav Lebedev announced the development of a draft law containing a rule not to prosecute citizens for crimes of small and medium gravity. Mr. Lebedev spoke about the initiative at a meeting with President Vladimir Putin.
“We have prepared a relevant draft law aimed at humanizing the law enforcement practice in relation to women, in relation to persons who have committed crimes of small and medium gravity for the first time. The ultimate goal of this bill is that a person, if he was brought for the first time for these offenses, would not be held criminally liable at all, so that there would first be administrative or other disciplinary responsibility, ”said the chairman of the RF Armed Forces (quote – press office Kremlin).
Mr. Lebedev pointed out that the work on the bill was carried out as part of the execution of the presidential order to prepare proposals for the humanization of legislation and law enforcement practice. “We have almost completed the work on this bill. We will submit it, as you say, to experts for discussion, and it will be presented to you. We have already presented it, since this is your instruction,” the chairman of the RF Armed Forces said.
In February, the Supreme Court of the Russian Federation demanded that the chairmen of regional courts explain the law enforcement practice, in which more than 35% of the defendants in criminal cases are sentenced to imprisonment.
