The State Duma supported the refusal to index the salaries of civil servants in 2024

The State Duma adopted in the first reading the government bill bill on the suspension of indexation of salaries of civil servants, judges, military, police officers and other security forces in 2024. Now payments to civil servants are annually indexed to the level of inflation.
The draft introduces amendments to several federal laws – “On the status of judges”, “On the status of a senator and the status of a State Duma deputy”, “On the state civil service”, “On social guarantees for employees of internal affairs bodies”, “On monetary allowances for military personnel”, “On social guarantees for employees of some federal executive authorities” (applies to employees of the Federal Penitentiary Service, Federal Bailiff Service, Ministry of Emergency Situations).
The implementation of the provisions of these laws on mandatory annual indexation of wages is planned to be suspended until January 1, 2025. At the same time, the government does not plan to abandon the indexation of salaries for public sector employees; payments to them will be increased according to the projected inflation rate of 4.5%.
The State Duma Committee on State Construction and Legislation clarified that in preparation for the second reading they will insist on excluding from the bill the provision on the abolition of indexation of military salaries. Members of the committee are going to develop such amendments.
