State Duma deputy Vladimir Burmatov called the new law on pets a revolution, which will be approved in the fall. The Deputy Chairman of the State Duma Committee on Ecology, Natural Resources and Environmental Protection spoke today at a press conference about the restrictions and responsibilities of the new law and about the animal protection initiatives adopted by deputies. He stated that all “seven initiatives with the words euthanasia, killing, murder, shooting, euthanasia, etc. were rejected. There are no such terms in the law.

In the new law, the Duma deputies banned self-walking of pets and the killing of stray dogs, introduced fines for getting rid of pets and proposed to confiscate four-legged pets from negligent owners. The parliamentarian announced that he would introduce liability for the promotion of cruelty to animals and regulate the commercial breeding of dogs and cats.

“Out of 11 initiatives proposed by the State Duma, we chose one for the sake of being able to find a balance between the priority of human life, protecting citizens and protecting animals from cruelty to them,” Burmatov said.

As the parliamentarian noted, he received a lot of requests from the regions to ban such a harmful phenomenon as self-walking of pets. “First of all, because of the attacks on people and the uncontrolled breeding of unsterilized animals, the offspring of which replenishes the army of neglected animals.” As a result, Burmatov stated a complete ban on self-walking of pets as “a very destructive phenomenon that causes enormous harm for several reasons.” In fact, this becomes the “self-grazing” of the animal: the instincts do not go anywhere, the animals huddle in flocks, go through the garbage dumps, getting their own food

“Responsibility for them lies with a man, a headless owner, who kicked them out into the street in the morning and who does not follow them,” Burmatov said. – Therefore, the owners of a freely roaming dog or cat will receive a fine prescribed in the regional Administrative Code: up to 200,000 for bites, or for serious damage and death through negligence – imprisonment up to two years. Everyone closed the issue! Self-walking is evil, it is forbidden. Those who violate – a fine or criminal liability.

The deputy noted that the package adopted amendments with fines – for discarded animals 30,000 rubles, for cruelty to animals – up to 100,000 rubles.
