The pilot project will take place so far in several parking lots near three clinics, but the mayor’s office does not rule out that the practice will be expanded. Experts supported the innovations, urging the authorities to solve the problem of parking at hospitals as well.
According to a joint statement by the Moscow Department of Transport and the Department of Health, from July 31, near three Moscow clinics in the Central Administrative District and South Administrative District (in Protochny Lane, on Ierusalimskaya and Lesteva Streets) in paid parking spaces marked with blue information boards, a vehicle can be parked free of charge for two hours. Starting from the 121st minute, a parking tariff will be in effect – 1 thousand rubles. per hour (the current tariff in the territories in question is from 40 to 380 rubles per hour). The fine for violators is the same – 5 thousand rubles. Re-use of free parking will be possible no earlier than half an hour after the end of the previous session. At the rest of the parking spaces that are not marked with shields, the tariff will be normal.
Moscow medical organizations already have free places, but they are often occupied by the cars of employees of neighboring offices, said Anastasia Rakova, vice-mayor of the capital for social development. “We have repeatedly received proposals from residents to change the principle of parking near social facilities,” she explained. “In order to maintain the availability of preferential parking spaces and avoid long vehicle downtime, we are launching a pilot project.” On average, according to her data, patients spend 30 minutes in clinics. “We are doing our best to use the scarce street space of the city effectively,” continued Maxim Liksutov, Deputy Mayor of Moscow for Transport, “Our parking system allows us to implement and combine various tariff solutions depending on the purpose of the site.” After conducting the experiment and analyzing the practice, the mayor’s office will probably create the same places at other clinics and hospitals.
“The high tariff, which starts working from the third hour of parking, was chosen precisely in order to keep these places free for visitors to clinics,” the Moscow Department of Transport explained to Kommersant. Special places for buses and trucks work on a similar principle, the department recalled: the first half hour – from 20 to 225 rubles, then – 1 thousand rubles. at one o’clock. “As a result, the average duration of parking, for example, for trucks in such places is less than half an hour,” the Department of Transportation says. “Thus, places are vacated quickly, and more drivers can use them for their intended purpose during the day.”
Paid parking in Moscow has existed since November 1, 2012. At the moment, 50.9 billion rubles have been collected from users, the money is used for improvement. Fees, we note, are growing annually: 6.31 billion rubles. received from vehicle owners in 2020, RUB 6.96 billion in 2021, RUB 8.65 billion in 2022.
Yuri Zhulev, co-chair of the All-Russian Union of Patients, called the initiative “moving in a good direction.” “I believe that two hours will close the bulk of the situations with which patients come to the clinic,” he says. “An hour was really not enough. As for the further payment: 1 thousand rubles is a rather big amount. Given the social significance of medical facilities, let’s hope that in the future this amount will be reduced with proper parking control – if done for free, abuse will immediately appear. Mr. Zhulev also urged not to forget about people with disabilities – for them, parking should continue to be free and be available either on the territory of a medical institution or near it: “There are problems with this in Moscow, since sometimes medical organizations are located, for example, on major highways, where there are not even pockets for parking spaces.”
“The price tag raises questions – it’s better to make a regular tariff,” says Yulia Kablinova, coordinator of the Blue Buckets movement (dealing with parking issues at social facilities). “On the other hand, two hours is the time you can meet, especially since we are talking about polyclinics, where mostly people come by appointment. Considering the parking situation at medical facilities, this is better than nothing.” She drew attention to the fact that the mechanism proposed by the mayor’s office is applicable only in polyclinics, where doctors see patients relatively quickly. “It is impossible to predict the time that you will have to spend in the hospital, here you need parking only on the territory or underground parking, which are sorely lacking,” says Yulia Kablinova.
Starting July 31, new types of park and ride car parks will also start operating in the “pilot” mode in Moscow. This was announced yesterday by the Department of Transport. Let us remind you that such parking lots have existed for many years: they allow you to leave your car at the metro, MCC or MCD stations free of charge from 5:30 to 2:00, provided that you make at least two trips by city rail transport. Until now, such parking lots were only capital (with a barrier), now ordinary street parking lots are being switched to this mode as an experiment, but so far only two – at the Bratislavskaya and Kuzminki metro stations. Drivers who want to leave the car for free will have to turn on a new “intercepting” tariff through the application and use the Troika card for travel. If such parking lots are in demand, their number will be increased, Maxim Liksutov said.
A bill on banning private traffic cameras has been submitted to the State Duma
Representatives of the LDPR submitted amendments to the Code of Administrative Offenses to the State Duma, according to which traffic cameras, data from which are used by the traffic police to impose fines on violators, should be owned by the Russian Federation or regional authorities. The requirements for automatic systems and their installation sites will be established by the government of the Russian Federation.
According to the traffic police, as of January 1, 2022, there were 23.8 thousand stationary and 3.2 thousand mobile cameras in the Russian Federation. 90% of fines for traffic violations (183.6 million) were issued with the help of road complexes. In many regions, the cameras are installed and maintained under concession agreements with private companies that receive income based on the number of fines paid. The Liberal Democratic Party believes that such companies are directly interested in increasing profits. “Equipment owners use various methods to increase profitability,” the deputies write in an explanatory note. “For example, cameras are not installed in areas with a high accident rate, but in places where vehicle owners often make minor violations of the speed limit.” The subjects of the federation are also interested in concessions, the deputies add, since they receive part of the profit from fines without incurring the cost of maintaining the system.
As Kommersant previously reported, in May the State Duma adopted a law developed on behalf of the President of the Russian Federation, which introduces a closed list of grounds for installing cameras and coordinating locations with the traffic police. It will enter into force in 2024.
