The State Duma approved the law on universal payments to families

The State Duma in the second and third readings adopted a law on unified state payments in connection with the birth and upbringing of a child. It is noted that the benefit will be received by families with incomes below one regional subsistence level per person. The law is expected to come into force on January 1, 2023.
“The adoption of the law will establish uniform conditions for payments to families with children. All families in need will receive support. For these purposes, 1.7 trillion rubles will be allocated from the federal and regional budgets, ”said Vyacheslav Volodin, Chairman of the State Duma (quoted from site lower house).
The explanatory materials specify that the allowance will be provided to pregnant women registered in the early stages of pregnancy, as well as families with children under 17 years of age. The amount of the benefit will depend on the size of the family income and will be 50%, 75% or 100% of the regional subsistence minimum.
In addition, families with an income below one living wage per person will be given the opportunity to make a monthly payment at the expense of maternity capital, regardless of the number of children. According to the current legislation, it is possible to receive such payments only after the birth of the second child (if he was born not earlier than January 1, 2018) and until he reaches the age of three.
According to Rosstat, over the past four years, the poverty rate among families with children has dropped to 19.1%. The decline is most likely due to the emergence in Russia of a system of benefits for children from poor families under the age of 17 years. It began to be created in 2018, when allowances for children under the age of 1.5 were introduced.
In absolute terms, the amount of allowances and compensations that falls on each family member in low-income households with children has almost doubled since 2014 – from 1148 rubles. up to 2185 rubles.
