The State Duma adopted a law prohibiting the sale of all types of vapes to children

The State Duma today, April 11, adopted in the second and third readings bill about tightening the rules for the circulation of vapes. The document implies a ban on the sale of such devices, including nicotine-free ones, to minors. Amendments are being made to the laws “On the Basic Guarantees of the Rights of the Child in the Russian Federation”, “On Advertising”, and “On the Protection of Children from Information Harmful to Their Health and Development”.

“The bill adopted today by the State Duma prohibits the sale of vapes to minors, including those without nicotine content, and consumables for them,” said State Duma Speaker Vyacheslav Volodin in his Telegram channel.

According to Mr. Volodin, the deputies agreed that “vape liquids contain heavy metals and other chemicals, the ingestion of which several times increases the risk of developing malignant neoplasms.” Toxic vapors from vapes contribute to scarring of the lungs and narrowing of the airways, Volodin added.

The bill adopted by the State Duma introduces a ban on the circulation of vape liquids, including nicotine-free liquids that contain flavors or additives that increase nicotine addiction, as well as substances aimed at increasing the attractiveness of such products. The list of such additives and substances will be determined by the government of the Russian Federation. The rule prohibiting the circulation of such products and the right of the government to determine the list of additives comes into force on September 1, 2023.
