The State Duma adopted in the third reading law about the possibility of doing military service in the Federal Security Service (FSB). One of the authors of the initiative previously explained that we are talking about service exclusively in the Border Service of the FSB.
Exceptions for conscription into military service in the FSB include citizens who are recognized as foreign agents, have a second citizenship or a residence permit of another country. People with a criminal record, as well as those who have used narcotic or psychotropic substances without a doctor’s prescription, will also not be able to serve in the FSB.
The package of adopted amendments also includes the possibility for the Russian Guard to have its own volunteer units – they will be created on behalf of the president. The text of the law states that volunteer formations will be able to perform some of the tasks assigned to the Russian Ministry of Defense, including in military conflicts, during mobilization, martial law, counter-terrorism operations and other cases.
The authors of the bill were six State Duma deputies and three senators. One of them, Alexander Khinshtein, in October wrotethat the amendments are not related to reports of the inclusion of former units of the Wagner PMC into the Russian Guard. Deputy Vasily Piskarev said that the National Guard troops, after being replenished with volunteers, “will be able to strengthen their capabilities to carry out the tasks assigned to them, including in the special operation zone.”
