The Russian government plans to increase the share of patriotic youth to 70% by 2030

The Russian government intends to increase the share of proactive, patriotic youth from 40% in 2024 to 70% by 2030, it follows from (.pdf) draft Strategy for Youth Policy of the Russian Federation. Young people, according to the document, are persons aged 14 to 35 years. The methodology for calculating the share of patriotically minded youth in Russia is not given in the strategy.

According to the document, it is planned to increase the percentage of patriotic youth, in particular, by promoting the employment of young people, developing “traditional Russian value-semantic and moral guidelines,” creating conditions for the development of youth volunteering, youth public-state associations and youth self-government bodies.

The Federal Agency for Youth Affairs (Rosmolodezh) has been appointed responsible for achieving the statistical indicators specified in the strategy. Among other things, the document states that by 2030 the government plans to increase the share of young people who believe in the possibility of self-realization in Russia to 84%. According to the estimate given in the strategy, in 2024 this figure among young people will reach 72%.

In addition, the document states that Rosmolodezh should help increase the proportion of young people who share and support traditional spiritual and moral values ​​to 83% by 2030. It is stated that in 2024 the share of such people among young people will be 71%.

Work on the Youth Policy Strategy until 2030 is being carried out according to instructions Russian President Vladimir Putin on December 22, 2022. In September last year, the head of Rosmolodezh, Ksenia Razuvaeva, speaking to State Duma deputies, statedthat the share of young people feeling proud of Russia increased in 2023 to 91% from 46% in 2020.

According to results research “The Image of Russia in the View of Youth” by the Center for the Development of Humanitarian Technologies “New Era”, young Russians (students or university graduates) most often associate modern Russia with phenomena associated with power, fear and traditions.
