The Central Research Institute of Informatization and Healthcare Organization of the Ministry of Health of the Russian Federation reported a significant reduction in the consumption of illegal alcohol in the country.
“The consumption of unregistered alcohol, according to calculations by the Federal State Budgetary Institution “TsNIIOIZ” of the Russian Ministry of Health, has been noticeably decreasing in recent years. In 2019, its share of the total amount of alcohol consumed was 33%, and in 2022 – 25.3%,” reported “RIA News” in the press service of the research institute.
Also, according to the Research Institute of the Ministry of Health, the estimated consumption of strong alcoholic beverages in Russia is also decreasing – from 5.5 liters of ethanol in 2018 to 5.1 liters in 2021 and 4.9 liters in 2022. “We can talk about a trend toward some improvement in the administration and control of the retail sale of alcoholic products, which leads to a decrease in the illegal alcohol market and an increase in the legal market with a general decrease in alcohol consumption in the country,” the research institute added.
Last December, the State Council of Tatarstan approved a draft federal law that proposes to toughen penalties for illegal sellers of industrial alcohol, local deputies called this an important step in the fight against illegal alcohol. The approved bill has been sent to the State Duma for consideration. According to the current legislation of the Russian Federation, sellers of industrial alcohol can be fined in the amount of no more than 2 thousand rubles, while sanctions for the sale of counterfeit food alcohol reach 50 thousand rubles. The Tatarstan parliament believes that it is necessary to increase fines for the sale of non-food alcoholic products – up to 30 thousand rubles.
