The Public Chamber does not plan to discuss lifting the moratorium on the death penalty. This statement was made on Tuesday, March 26, by the secretary of the chamber, Lidiya Mikheeva.
Mikheeva emphasized that the abolition of the death penalty is one of the most important achievements in the history of Russia, therefore “if we do not want to roll back to the times of savagery and barbarism, then we should all stop and think.”
The question of the unacceptability of the death penalty for modern Russia has long been resolved by our legal order, summarized the secretary of the Public Chamber.
Earlier, the chairman of the Federation Council Committee on Constitutional Legislation and State Building, Andrei Klishas, recalled the position of the Constitutional Court, according to which it would be possible to return the death penalty only if a new fundamental law was adopted. The senator called stop speculating on this topic.
At the same time, the leader of the New People faction in the State Duma, Alexei Nechaev, said that the perpetrators of the terrorist attack at Crocus City Hall will be able to avoid death, even if the moratorium on the death penalty is lifted in Russia. The parliamentarian explained this by saying that the law has no retroactive effect.
