The path to a healthy city: the main components of sustainable urban development are named at the XII MUF

A quality master plan is a basic element in the sustainable development of cities, and one of the effective tools for its assessment is the urban environment quality index. Anton Finogenov, Director for the Development of the Urban Environment of DOM.RF, announced this at the XII Moscow Urban Forum during the session “The Way to a Healthy City. Strategies and Designing a Sustainable Environment”.
According to Anton Finogenov, the urban environment quality index helps to determine the city’s development priorities and evaluate the effectiveness of improvement measures. The evaluation process examines all areas of the city. Points are assigned according to six criteria. The maximum value of the index is 360 points, the average for the studied cities of Russia is 192.
Another important tool for the extensive development of the city is “green” construction. As the press service of DOM.RF reported, back in 2022, a “green” standard for multi-storey residential buildings developed by DOM.RF was introduced. This year, a “green standard” for individual housing construction will be launched, and the same standard for major repairs is planned.
“For the state, “green” construction standards, among other things, are useful in that they reduce the cost of engineering infrastructure and reduce harmful emissions, stimulate the development of innovative industries. Developers receive a benefit of 5-10% by reducing construction time, saving resources, and bringing a more competitive product to the market. And homebuyers are cutting utility bills. All this leads to the activation of positive economic and social processes in cities,” said Anton Finogenov.
As an example, the speaker cited projects for the improvement of natural areas of Lipetsk and Ulan-Ude. In Lipetsk, which received 219 index points, the project proposed by DOM.RF involves the improvement of the banks of the Voronezh and Lipovka rivers. And the master plan for Ulan-Ude, which received 185 points, involves the improvement of 80 km of embankments and 420 hectares of parks and squares.
