Deputies of the Parliament of Bashkiria submitted to the State Duma a bill on the responsibility of prisoners for improper performance of labor duties. We add that for violation of the established procedure for serving a sentence, the Penal Code of the Russian Federation provides for several types of punishment: a reprimand, a disciplinary fine of up to 2 thousand rubles, placement in a punishment cell for up to 15 days, transfer to cell-type premises or solitary confinement.

The Speaker of the Kurultai of Bashkiria, Konstantin Tolkachev, said earlier that the idea of ​​the bill meets the “principle of social justice.” “Labor can only favorably influence a person when labor duties are performed by him in good faith,” he noted.

Oleg Galin, Chairman of the Public Monitoring Commission of Bashkiria, believes that the initiative will lead to an increase in the number of abuses in colonies and will allow FSIN employees to apply disciplinary measures more often: “It is illegal to force labor. If the bill is passed, it is necessary to create local labor commissions with the participation of the prisoners themselves, which will decide whether labor duties are properly or improperly performed.” According to him, the real problem is not the laziness or low efficiency of the prisoners, but the lack of orders for the colonies.

The convicts “perform the work at a high professional level”, since “only employees who have been trained or have the necessary skills are allowed to work,” Oleg Galin notes.

They conscientiously do their job in order to pay off the debts on enforcement proceedings that almost every convict has, because the amount of the debt affects the parole. “However, recently the number of orders from the city and the republic has decreased. We always encourage entrepreneurs to create their own business in the colonies, but so far there are few who wish,” said Oleg Galin.

Human rights activist, former member of the POC of Bashkiria Almira Zhukova also notes that, as a rule, a small part of convicts are employed in colonies: “Maybe something has changed if orders began to arrive there in connection with a special military operation. I cannot say how the situation is now. It is necessary to consider who will evaluate the work of convicts. If these are employees of the colonies, then discrimination against people will intensify.”

Olga Podoplelova, an expert of the “Rus Sitting” Foundation (included in the register of foreign agents), is sure that the initiative of the Kurultai of Bashkiria “enslaves” the prisoners even more.
