The Ministry of Labor proposed introducing new conditions for the organized recruitment of labor migrants: those who came to Russia as part of such a recruitment will be required to leave within two weeks if they do not work according to their profile. On the preparation of the bill “Izvestia” reported the press service of the Ministry of Labor.
“The bill provides for the creation of a special document confirming the right of a foreign citizen to temporary work in Russia. In practice, this means that as part of organizational recruitment, a migrant worker will work for a specific employer in accordance with permits,” the press service of the Ministry of Labor told Izvestia. In this case, the company hiring the employee will make advance payments.
The document was developed based on the results of the government’s strategic session. The authors of the amendments believe that the bill will increase the interest of employers in the organized recruitment of migrant workers, and will also prevent cases when, as part of an organizational recruitment, upon arrival in Russia, a migrant worker refuses to work, for example, in a construction company. In this case, the company incurred the costs of hiring and transporting him, and then transferring him to the courier service.
In the first three quarters of 2023, the migration growth of the Russian population in long-term international migration decreased by half, by 90 thousand. people, up to 412 thousand. At the same time, Russia is experiencing a record low unemployment deficit and personnel shortage. The head of the Ministry of Economy, Maxim Reshetnikov, proposed to more actively attract migrants into the economy to solve the problem of labor shortage.
