The Ministry of Justice has expanded the register of foreign agents. It included Oleg Orlov, one of the co-founders of Memorial (included in the register of foreign agents and liquidated). Also included in the register were Novosibirsk MP Anton Kartavin, director of the Wikimedia.ru community Stanislav Kozlovsky, deputy director of the Yeltsin Center Nikita Sokolov, LGBT activist (the International LGBT Movement is recognized as extremist, its activities are banned in the Russian Federation) Mikhail Chimarov and journalist Sergei Stepanova.

The Ministry of Justice provides the following reasons for inclusion in the register:

• Oleg Orlov opposed the special military operation in Ukraine, disseminated false information about the decisions taken by Russian public authorities and the policies they pursued. He took part in the creation of messages and materials of foreign agents for an unlimited number of people, and is a member of an organization included in the register of foreign agents.
• Nikita Sokolov opposed the special military operation in Ukraine, took part in the creation and dissemination of messages and materials of foreign agents to an unlimited number of people. Participated as a respondent on information platforms provided by foreign agents, disseminated false information about the decisions taken by Russian public authorities and the policies pursued by them.
• Sergey Stepanov disseminated false information about the decisions taken by Russian public authorities and the policies they pursued, opposed the special military operation in Ukraine, and interacted with persons included in the register of foreign agents. He took part in distributing messages and materials of foreign agents to an unlimited number of people. Participates in the activities of a foreign legal entity and resides outside of Russia.
• Mikhail Chimarov opposed the special military operation in Ukraine, disseminated false information about the decisions taken by Russian public authorities and the policies they pursued. Promoted LGBT relations. He took part in distributing messages and materials of foreign agents to an unlimited number of people.
