The Ministry of Internal Affairs did not support the idea of ​​introducing criminal penalties for insulting SVO participants

The Ministry of Internal Affairs of Russia did not support the initiative of the head of the State Duma Committee on Family, Women and Children Nina Ostanina to supplement Art. 336 of the Criminal Code of the Russian Federation on insulting a serviceman, part on insulting a participant in a special military operation. The Ministry of Internal Affairs’ response to Ms. Ostanina’s request is available RTVI.

The response of the Ministry of Internal Affairs, signed by First Deputy Minister Alexander Gorovoy, states that Art. 336 of the Criminal Code concerns conflicts between military personnel, therefore, the establishment in the article of responsibility for insulting a participant in the military military service “does not fully correlate with the subject of legal regulation of this criminal law norm.”

The deputy sent a request to the Ministry of Internal Affairs at the end of December 2023. She asked to expand Art. 336 of the Criminal Code after an incident in the house chat of the Vidny residential complex, during which, in her opinion, Andrei Polzokhnovsky, who received disability as a result of participating in battles on the territory of Ukraine, was insulted by other residents.

Mr. Gorovoy’s response notes that one of the neighbors who insulted Mr. Polzokhnovsky, Alena Timashova, was punished. The court ordered her to pay fines under administrative articles for insulting and discrediting the Armed Forces of the Russian Federation.
