The Ministry of Defense proposed a list of diseases in which it is impossible to conclude a contract

The Russian Defense Ministry proposed scroll diseases in which citizens, recognized as partially fit for military service, will not be able to conclude a contract with the armed forces of the Russian Federation during mobilization, martial law and in wartime. The list of diseases with contraindications for service includes HIV, hepatitis B and C, all types of tuberculosis, type 1 diabetes.

Citizens with the following diseases will also not be able to conclude a contract for service during the mobilization period:

• some types of malignant neoplasms,
• epilepsy with rare epileptic seizures,
• mental and behavioral disorders caused by the use of psychoactive substances,
• strokes and their consequences for the central nervous system (central nervous system),
• heart diseases accompanied by functional class III heart failure, stage II hypertension with stage II arterial hypertension in the presence of cerebral disorders,
• bronchial asthma of moderate severity,
• absence on one hand: 3 fingers at the level of the metacarpophalangeal joints or 4 fingers at the level of the distal ends of the main phalanges; the first and second fingers at the level of the metacarpophalangeal joints; the first finger at the level of the interphalangeal joint and the second to fifth fingers at the level of the distal ends of the middle phalanges

In May, the State Duma was introduced a draft law that allows citizens with limited fitness to conclude a contract with the Russian army during the period of mobilization, martial law and wartime. The authors of the bill were the head of the State Duma Defense Committee Andrei Kartapolov and his first deputy Andrei Krasov.

President Vladimir Putin announced a partial mobilization on September 21, 2022. On October 31, he announced its completion, more than 300 thousand people were mobilized. There was no order to end the mobilization. Russian authorities repeatedly deniedthat there will be a second wave of mobilization. Previously, a law was passed permissive mobilization of citizens with outstanding convictions for some serious crimes.
