The Ministry of Defense confirmed the instructions on deferrals from mobilization and noted their advisory nature

Chairman of the State Duma Committee on Family, Women and Children Nina Ostanina (KPRF) received a response from the Ministry of Defense of the Russian Federation to her two requests regarding the validity of the instructions of the General Staff of October 4, 2022 on deferrals from mobilization. The requests are dated January 31 and February 16, and answered on February 28.

“It is reported that the instructions have not ceased their action. At the same time, the instructions are advisory in nature for draft commissions for mobilization, ”says the document, a screenshot of which Ms. Ostanina posted today, March 13, in her Telegram channel.

The organization of the provision of a deferment from the call for mobilization was mentioned in the document of the General Staff dated October 4, 2022 (instruction No. 315/2/3658). It spells out the categories of citizens who are granted a deferment from conscription – reserved, unfit for military service, busy with constant care for close relatives and others. Among these categories are also listed citizens who have three or more dependent children under 16 years of age. One of Mrs. Ostanina’s requests to the General Staff (of February 16) concerned the question of the mobilization of the father of three children. In a request dated January 31, the deputy asked Defense Minister Sergei Shoigu to comment on the effect of instruction No. 315/2/3658 in general.

“Now the leapfrog in the regions is clear, where everyone interpreted the Instructions in their own way,” commented the deputy from the Communist Party of the Russian Federation.

In the answer of the Ministry of Defense dated January 24 to its other request regarding instructions regarding delays, words about the advisory nature No. It only says that the instructions did not stop their action.

January 12 Nina Ostanina with reference to the information of the member of the Human Rights Council Irina Kirkora stated on the cancellation of the paragraph of the directive of the General Staff of October 4, 2022 on delays in the partial mobilization of fathers of large families with three children. Secretary of the General Council of United Russia Andrey Turchak informedthat the deferment from mobilization for fathers of three children is maintained.
