The Ministry of Defense clarified who will not fall under partial mobilization

The Russian Ministry of Defense has issued additional clarifications on which categories of citizens do not fall under partial mobilization. Citizens with higher education working in certain specialties in the banking and IT sectors, mobile operators, as well as in the media will not be called up for military service.

As follows from list published by the Russian government, are not subject to partial mobilization:

  • Employees of organizations that are involved in the development, development, implementation, maintenance and operation of solutions in the field of information technology and ensuring the functioning of information infrastructure.
  • employees of Russian telecom operators and organizations involved in ensuring the stability, security and integrity of the functioning of communication facilities, data processing centers, as well as public communication facilities and lines in Russia.
  • employees of backbone organizations in the field of information and communications, as well as founders, editorial boards and publishers of registered media, television and radio channels.
  • employees of organizations that ensure the stability of the national payment system and financial market infrastructure, bank liquidity management, cash circulation.

On September 21, partial mobilization was announced in Russia. According to Defense Minister Sergei Shoigu, the authorities plan to call up 300,000 people to take part in hostilities in Ukraine. Mobilization activities began on September 22. Citizens from the reserve with the necessary military specialties and combat experience are subject to mobilization – primarily soldiers, foremen and warrant officers up to 35 years old and junior officers up to 50 years old.
