The injured party in the high-profile case of changing the stadium to the depot in Tula announced the reduction of losses

“Were reduced by 211 million rubles”

On September 15, a regular court session was held in Tula in a high-profile case about the exchange of the Arsenal stadium at the depot of the MCP Tulgorelektrotrans. Tatyana Silaeva, deputy chairman of the Committee for Property and Land Relations of the City Administration, is in the dock. In accordance with Article 286 of the Criminal Code of the Russian Federation, she is charged with abuse of official powers, which allegedly led the ITUC to losses in the amount of 204 million 701 thousand 667 rubles.

True, the company itself denies losses. Valery Semakovich, who led the PCR when the deal was made, considers it quite legal and says that Tulgorelektrotrans has not lost anything: “The head of the city administration, Yevgeny Avilov, gave clear instructions that the stadium should be returned to the city by exchange. I could not fail to follow the instructions of my employer (city administration – “MK”). In addition, the owner of the property, including the depot at Oboronnaya, is not the PCR, but the city administration, which means that we cannot lose what we do not have. The statement that as a result of the exchange the enterprise has lost something is fundamentally wrong.”

Moreover, based on the testimony of Semakovich, after the exchange, instead of the outdated 65-year-old depot, which does not meet technical and safety requirements, the PCR received a more suitable site – 2 times larger in area, with buildings.

According to Semakovich, the rent payments, which appeared in the MCP expense item after the exchange, did not worsen the situation either: “Rental expenses amounted to less than one percent, the enterprise continued its work in full. During 2014-2015, losses, on the contrary, were reduced from 237 million rubles to 25.4 – by 211 million rubles.

Semakovich said that he contributed to this “plan for the implementation of the financial recovery of the enterprise”, which included the analysis and development of concluded contracts, unprofitable routes, revenue control systems and much more: “Thus, we were able to achieve a high quality of passenger service.”

In the testimony of Semakovich, the prosecutor revealed inconsistencies with the position he had previously indicated, according to which the MCP nevertheless suffered losses. “For this court session, I did a detailed analysis. My today’s testimony is more verified, accurate. I ask you to take them into account.”

Vasily Kochetov, the head of the Tulgorelectrotrans bus service, has not heard about the losses either: “I have nothing to do with accounting, but nothing has changed for me after the change. Routes, salaries, personnel – everything was saved. And according to Kochetov, no one used the broken greenhouse, the dilapidated carpentry shop and the previously illegally equipped gas station, which, after the exchange, left the operational management of the PCR, according to Kochetov.
