The Russian government has proposed expanding the list of information about Russians in the federal register of information about the population. In particular, it is proposed to add information about parental rights, information about guardians and trustees, information about legal capacity, as well as information about whether citizens have a driver’s license. This is reported by RBCwhich has at its disposal amendments prepared by the government.

The Federal Register of Population Information contains information about the population of Russia and foreign citizens living in the country. It includes, in particular, full name, date of birth, information about marital status, information about military registration, as well as registration in the pension, medical and social insurance systems.

The publication reported that the authenticity of the document was confirmed by a source familiar with its contents. As RBC clarified, the government proposed making these amendments to the bill amending Art. 8 and 14 of the Federal Law “On the Unified Federal Information Register containing information about the population of the Russian Federation,” which was adopted by the State Duma in the first reading in June 2023.

The publication clarified that the government, in particular, proposed supplementing the register with information about the deprivation/limitation/restoration of parental rights, as well as the removal of a child from the family or an immediate threat to his life and health. In addition, the Cabinet of Ministers wants to add to the resource information about limiting the legal capacity of a citizen or declaring him incompetent, as well as restoring legal capacity, RBC reports.

The document also states that information on whether Russians living abroad have foreign citizenship or a residence permit or other document confirming the right to reside in another country should be added to the register. The government also plans to include in the resource information about the loss of foreign citizenship or residence permit, as well as information about the presence or absence of Russian citizenship of a Russian living abroad.

It also follows from the government’s draft amendments that the register is planned to be expanded with information about foreign citizens living in Russia. In particular, it is proposed to add identifiers of a document confirming the completion of mandatory fingerprint registration and photographing, as well as identifiers of an identity document (this paragraph applies to foreigners and stateless persons who arrived in Russia for a period of more than 90 days). In addition, the government proposed adding temporary identity card identifiers for stateless persons to the single resource, the publication reports.

The creation of a federal register of information about the population of Russia was approved by the federal law of 2020. Its commissioning is planned in stages from 2022 to 2026. The Federal Tax Service, which acts as the operator of the system, reported that from January 1, 2023, information from the register became available to authorized bodies through the mechanism of interdepartmental interaction.
