The Russian government has instructed the Ministry of Education and Science to create and put into operation a national genetic information database by September 1, 2025. The resolution published on the official Internet portal legal information, effective September 1, 2024.

According to the document, a national database is necessary to ensure national security, protect the life and health of citizens, sovereignty in the storage and use of genetic data, as well as the exchange of information between federal authorities. Data will also be transferred as part of genetic engineering activities.

The new system should store “a variety of biospecimens,” their certification and classification. It is also necessary to ensure access for professional communities. The National Research Center “Kurchatov Institute” is responsible for the operation of the base.

In 2020, Russian President Vladimir Putin offered create a national database of genetic information that will provide all scientific institutions with access to collections of genetic samples. At the same time, the director of the Kurchatov Institute, Alexander Blagov, said that there was a bioresource collection in scientific institutes throughout the country, but centralized access to the collections had not yet been provided.
