The Federation Council approved the law on electronic subpoenas and a unified register of persons liable for military service

The Federation Council at a meeting on April 12 approved a law providing for the creation of a unified register of military records and allowing to notify recruits using electronic summonses. The law was supported by 163 senators, one voted against.

When discussing the law, Senator Lyudmila Narusova criticized it. After that, Vyacheslav Timchenko, chairman of the Federation Council committee on regulations and organization of parliamentary activities, proposed depriving her of the right to vote. Speaker of the Federation Council Valentina Matvienko admitted that the law really caused “a lot of heated comments.” “I believe that it is our mistake as legislators that we failed to ensure that citizens are properly informed about the content of this law,” she said.

The unified database of conscripts, the creation of which is mentioned in the law, will include personal and passport data of a person liable for military service, TIN and SNILS number, place of registration and place of actual residence, information about the presence of foreign citizenship or a residence permit, information about the place of work, education and state of health.

Part of this information about those liable for military service will have to be transferred by the employer to the military registration and enlistment office. He will also be required to notify employees of subpoenas and inform military registration and enlistment offices about citizens who are required to be, but are not registered with the military.

The law additionally provides for the possibility of serving subpoenas not only against signature to the recruit, but also by registered mail, through the MFC, as well as electronically through the State Services portal. The digital agenda will be considered delivered immediately after it appears in the personal account, regardless of whether the addressee has noticed it.
