Rosaviatsiya informed about the decisions taken after the March 28 incident with the Il-76 of the Russian Ministry of Defense and the PC-12 of BaiSky Airlines CJSC. The incident happened in the area of responsibility of the regional center of the Unified Air Traffic Management System (Samara). Officials who committed gross violations of their duties were dismissed.

RS-12 is a single-engine turboprop passenger and cargo aircraft.

A serious aviation incident was associated with a violation of the norms of vertical and horizontal separation, the agency said. Its reason was “non-compliance by the air traffic services controller with their official duties related to insufficient control over the air situation.”

Separation is the creation of intervals in height and distance between aircraft in flight. Minimum vertical and horizontal separation intervals are established in the airspace.

As a result of the investigation of the Federal Air Transport Agency, the director of the Air Navigation of the Central Volga branch, the deputy director of the branch, the head of the regional center of the Unified Air Traffic Management System (Samara), two senior controllers of the regional dispatch center and the dispatcher who directly caused the incident were fired.
