The failure becomes systemic – Kommersant FM

On October 4, another disruption occurred in the work of the State Traffic Inspectorate. As the Ministry of Internal Affairs clarified, the resources that ensure the work of inter-district registration divisions of the traffic police throughout the country have ceased to function. And while specialists were troubleshooting problems, motorists were advised not to come to specialized departments for this service. Moreover, similar problems have arisen among motorists more than once over the past couple of years. But why can a state information system break down? Vladimir Rasulov found out.

Kommersant FM’s interlocutors said that difficulties due to the non-functioning traffic police system began to arise on Tuesday, October 3.

So, Muscovite Artem made an appointment in advance to register his car at 16.00. It was not difficult to arrange a visit through the State Services portal, but when he arrived at the appointed time at the State Traffic Inspectorate office, an unpleasant surprise awaited him.

However, the situation did not change the next day, Artem admitted: “I received my ticket at the terminal, after which the inspection employee told me that from today, that is, from October 3, the system does not work, but it makes sense to wait until 17:00, suddenly it drops, then you can register the car before 18:00. Otherwise, my appointment will be manually rescheduled to the next days.

I asked to re-record, but it was exactly the same situation. The base hung, no deadlines were given.”

In September 2023, a massive failure occurred in the traffic police system of the Sverdlovsk region. And in 2022, the Moscow traffic police temporarily stopped issuing licenses and license plates for cars at least four times. True, then this was explained by technical work on the information resources of the Ministry of Internal Affairs.

But why can State Traffic Inspectorate services fail so often? The general director of the Cyberpolygon company, Luka Safonov, believes that the weaknesses of such a large-scale state system, first of all, must be looked for within itself:

“I think that simply the obsolescence of technology could have played a role. Since there were problems with the supply of spare parts and so on, the system was reconfigured based on what was available in warehouses.

This could also be an improvement to the system. For example, the release of some new release could lead to unstable operation. Let’s say we didn’t have time to carry out the tests, so an error occurred, which began to accumulate with a domino effect.”

Another noticeable failure in the traffic police system occurred in December 2021. Then it took almost two days to restore it, and the press service of the Ministry of Internal Affairs associated the problem with a utility accident – the servers were flooded with water.

Regular difficulties for the State Traffic Inspectorate are due to the fact that it does not always deal with things that are characteristic of it, says Anton Shaparin, vice-president of the National Automobile Union:

“The State Traffic Inspectorate administers complex information systems.

We have long and consistently advocated for vehicle registration to go entirely to the State Services and MFC systems, and for police officers to be involved in reconciling license plates and only that.

All federal information systems should be administered not by the Ministry of Internal Affairs, but by those who know how to do this—the Ministry of Digital Development.”

But regardless of the reason for which the traffic police information systems break down, it is motorists who suffer the most. After all, according to the law, after purchasing a car, license plates must be issued ten days in advance.
