Vice-President of the National Automobile Union (NAS) Anton Shaparin in an interview with radio “Komsomolskaya Pravda” explained for what purpose they want to oblige car sellers to report transactions to the traffic police.
According to Shaparin, the corresponding request is aimed at closing a legislative loophole that allows several categories of car owners to drive without registration. In particular, he pointed out that 10,000 out of 73,000 used cars sold on one of the popular classifieds sites are not registered, but sellers continue to use cars, which creates some difficulties for future owners.
The expert noted that the second category of people who use this loophole are resellers. The vice-president of the US indicated that the buyer may encounter problems when registering a car due to the fact that he may need the reseller’s data to be entered into the TCP, and in this case an interesting “quest” arises, since it may not be possible to find the “repurchase” Just.
The third category of those who use this loophole Shaparin called car dealerships, sales in which are carried out under a commission agreement. The expert clarified that in this case, the buyer actually purchases a car from an individual, and the legal entity receives a commission. This scheme, according to the expert, is used to circumvent the law “On Protection of Consumer Rights”.
Against the backdrop of these challenges, the NAS is calling for changes to vehicle registration rules that will help prevent the illegal sale of vehicles and make the registration process easier for prospective owners.
