The government of the Magadan Region has changed the local regulations for the treatment of dogs without owners, adding the clause “killing of animals” to current activities, RIA Novosti reported.
The document is called “The procedure for carrying out activities for the treatment of animals without owners on the territory of the Magadan Region in the event of the operation of temporary animal holding facilities.” The updated “Scope of work when keeping an animal in a temporary holding facility” includes, inter alia, “killing of animals in cases and subject to the conditions established by the current legislation of the Russian Federation.” The procedure is also specified. Thus, “killing should not be carried out in premises where animals are kept.” It is also not allowed to “carry out killing in the presence of people who are not specialists at the temporary detention facility.”
Last week, the mayor of the capital Kolyma, Yuri Grishan instructed the municipal legal department to prepare amendments to the regional law allowing the extermination of dangerous stray animals. Since the beginning of the year, the municipality has received more than 100 complaints from residents related to uncontrolled walking of pets and stray dogs on the city streets. In January alone, 18 city residents were injured by animals. There is also a known case of a person dying due to a dog attack last summer.
Earlier it was reported that the contract for catching dogs in Magadan is valid until the end of the year and costs 6 million rubles. concluded with the public organization “Right to Life”. The relevant departments of the municipality are required to provide assistance to this organization.
In 2023, Russian President Vladimir Putin signed amendments to the law on the treatment of animals. Regional authorities have the right to independently establish measures to control the number of stray dogs.
