The 2001 bill to remove the death penalty from the Criminal Code was returned to the authors

The Council of the State Duma returned to the authors a draft law on the exclusion of the death penalty from the Criminal Code. In 2001, the document was introduced by a group of deputies, mainly from the Union of Right Forces faction, including Boris Nemtsov, Yegor Gaidar, Sergei Kovalev, Boris Nadezhdin and Irina Khakamada.

In the Criminal Code, the death penalty remains one of the types of punishment, but it does not work because of the moratorium, supported by the decisions of the Constitutional Court.

The authors of the draft law on the exclusion of the words “death penalty” from the Criminal Code were a group of deputies of 31 people. Almost everything is from SPS. Among them are the current senator Elena Mizulina, the chairman of the State Duma Committee on State Construction Pavel Krasheninnikov and the head of Rosatom Alexei Likhachev.

Ms. Mizulina withdrew her signature from the bill in 2014, being a member of A Just Russia. Mr. Krasheninnikov remains the only acting deputy of the State Duma among the authors of the bill.
