State Duma approves veteran status for Donbass militias

The State Duma adopted in the third reading law on awarding the status of a veteran (disabled person) of hostilities to persons who were part of the military formations of the Donetsk and Luhansk People’s Republics since May 12, 2014. Also, this status will be granted to participants in the military operation in Ukraine who have signed a contract with “organizations that assist the armed forces of the Russian Federation.”
“Fighting in the territories of the Donetsk People’s Republic and the Luhansk People’s Republic has been going on since 2014. In the DPR and LPR, citizens who, in accordance with the decisions of their executive authorities, fulfilled their constitutional duty to protect the Fatherland, ”the explanatory note to the bill says.
Combat veterans have a number of benefits. So they are entitled to monthly payments (3481.85 rubles, for the disabled – 6328.41 rubles) and an increased pension. They are exempted from paying property tax on one taxable object, and land tax and personal income tax are reduced for them. Also, all combat veterans are entitled to a lump sum payment for the construction or purchase of housing. They are entitled to compensation for the cost of renting and maintaining housing and contributions for major repairs in the amount of 50% and other benefits. In a number of regions (for example, in Moscow, St. Petersburg and the Moscow region), veterans are provided with a transport tax exemption.
On April 17, a group of deputies led by the Speaker of the State Duma Vyacheslav Volodin contributed for consideration of an amendment to the law on granting the status of a veteran (disabled person) of combat operations to participants in a military operation who have concluded a contract with “organizations assisting the armed forces of the Russian Federation.”
November 21, 2022 Russian President Vladimir Putin signed the law on granting the status of a combat veteran to volunteers who participate in the military operation in Ukraine. The formation of volunteer units began in the Russian regions in the first half of 2022. Since the beginning of the special operation in Russia, more than 40 volunteer units have been created.
