Deputies came up with a reason why you can kill animals

Parliamentarians of the Altai Territory proposed to clearly define the cases in which it is possible to kill stray animals. On Thursday, April 20, the Legislative Assembly of the Territory submitted to the State Duma a bill suggesting an amendment to the law “On the responsible treatment of animals and on amendments to certain legislative acts of the Russian Federation.”

As it became known to MK, the law provides only one basis for killing a homeless animal – the cessation of its suffering if it is not viable, no other indications. In all other cases, animals are treated according to the OSVV formula (trapping – sterilization – vaccination – return). An animal can be left in a shelter, but only if it shows unmotivated aggressiveness.

The problem, lawmakers note, is that neglected animals released into the wild gather in packs, often show aggression, getting food for themselves or protecting their habitat, perceiving a person as a source of danger. In addition, they are at risk of contracting dangerous diseases from other dogs, and also pose a real threat to human life and health, cause accidents, attack livestock, wild animals.

Altai parliamentarians emphasize that in many countries there are more stringent measures to regulate the number of stray animals. For example, in Israel, Norway, Iceland, Latvia, Romania, Australia, Great Britain, USA, Finland, an animal without an owner is kept in a shelter for 7-14 days. If during this time they cannot find a host, he is subjected to painless euthanasia.

The developers of the domestic bill are not so radical: they propose to establish three reasons why an animal can be killed. Firstly, in case of necessary defense or in a state of emergency when protecting the life, health, rights of the defender or another person. Secondly, if the animal shows unmotivated aggression towards other animals or humans. But only in the event that a new owner is not found for the aggressive creature within six months from the date of admission to the shelter. The conclusion about unmotivated aggression is determined by specialists in the field of veterinary medicine together with a cynologist or zoopsychologist. Finally, the last case is an animal showing clinical signs of rabies within 10 days of being admitted to the shelter.
