A law has come into force requiring dacha owners to indicate information about the plot of land occupied by the building and its cadastral (or inventory) number in the notification for calculating land tax. The requirement applies to housing stock, housing and communal services infrastructure and other real estate.

State Duma deputy, head of the Union of Summer Residents of the Moscow Region Nikita Chaplin explained “Rossiyskaya Gazeta”, that previously such information was not indicated, since many objects were not tied to specific areas. In practice, this led to situations where, for example, when planning the construction of a highway, it turned out that there was a house on the route, although it was not marked on the map. Consequently, as the parliamentarian points out, the introduction of the norm will make the design procedure more transparent and record all objects, which will protect the property of citizens.

Following the norms of the law will help to establish a direct connection between objects and plots of land, which will also avoid controversial issues during the construction and operation of objects.

The protection of citizens’ property will become more effective, Chaplin believes. In general, as the head of the Union of Summer Residents of the Moscow Region is confident, the changes will be an important step towards a more efficient and transparent system of accounting and control over real estate.
