Russia paid €4.5 million according to ECHR decisions after leaving the Council of Europe

As part of the transition period after leaving the Council of Europe, Russia paid €4.5 million according to the rulings of the European Court of Human Rights (ECtHR), which entered into force on March 15, 2022. This was announced by candidate for judge of the Constitutional Court Mikhail Lobov.
“The rulings of the ECHR were implemented, which came into force until March 15. The information is from the Prosecutor General’s Office, which has represented Russia’s interests in the European Court for the last year and a half. The equivalent of €4.5 million in Russian rubles was paid to applicants who won cases, the decisions of which came into force before March 15,” said Mikhail Lobov in response to a question from Senator Tatyana Narusova at a meeting of the Federation Council Committee on Constitutional Legislation and State Building (quote By “Vedomosti”).
As Mikhail Lobov clarified, the transition period was defined in the law of June last year. “It was not just about monetary compensation; to some extent, those provisions of the codes that made it possible to seek a review of cases in Russian courts were extended,” he explained.
Russia announced its withdrawal from the Council of Europe on March 15, 2022. In June, Russian President Vladimir Putin signed laws establishing a deadline for the country to implement ECHR rulings. The Russians’ complaints were considered by the ECHR until September 16. Russia was the leader in the number of applications to the ECHR. It accounted for 16,750 cases (22.4% of all cases).
Mikhail Lobov was elected as a judge from the ECHR in September 2021. He joined the court on January 2, 2022. In March 2022, the Strasbourg court suspended its activities. In September this year, President Vladimir Putin proposed appointing Mikhail Lobov as a judge of the Constitutional Court.
