The Ministry of Transport of the Russian Federation has developed a bill that will regulate the placement of road service facilities – gas stations, hotels, restaurants, cafes, including as part of multifunctional zones (MFZ). Amendments are being made to the Land Code and the Law on Highways. The document is posted on regulation.gov.ru.

The bill, in particular, contains a rule allowing the placement of road service facilities on expressways and highways only as part of the MFZ. “This will minimize the number of junctions with such roads, and therefore reduce the likelihood of a decrease in the speed limit and the occurrence of accidents,” explained the Ministry of Transport. “Priority placement of the road traffic service as part of the MFZ will allow us to provide a wide range of services in one territory.”

Food trucks and mobile gas stations will be allowed to be located at rest areas near roads (this is not currently allowed). “This will make it possible to provide traffic participants with a minimum set of services in recreational areas,” explained the Ministry of Transport. “The possibility of placing mobile structures will allow small and medium-sized businesses to work without capital costs for the construction of public roads and road junctions. At the same time, campsites are excluded from the ODS, since they represent a separate type of recreation.”

Public discussion of the bill will last until February 19. At the end of 2023, the Ministry of Economy developed a concept for the development of auto tourism until 2030, which includes, among other things, an increase in the number of motor vehicle protection zones on roads and the removal of administrative barriers to their construction.
