Residents of the Belgorod region asked to establish a mechanism for their evacuation

Tomorrow the evacuation of children begins from the Belgorod region. They will be taken to Tambov, Kaluga, Penza. Meanwhile, local authorities are urging adult residents to also temporarily relocate from the border area.

In particular, the head of the Grayvoronsky district of the Belgorod region, Gennady Bondarev, speaks about this. How temporary and where? And who will be responsible for relocating people?

“The situation continues to remain tense. <...> We are trying to deliver food to residents, but this depends on the operational situation. I strongly recommend not to expose yourself and your loved ones to danger,” Bondarev wrote in his Telegram channel.

At the same time, as residents complain, there is still no organized evacuation. Everyone is saved as best they can.

Meanwhile, people write on social networks that they are getting out of the border areas on their own, first of all taking their families out.

According to Governor Vyacheslav Gladkov, on March 22, 1,200 children will be sent to Penza, Tambov and Kaluga in an organized manner. Then the children will be taken to the Stavropol Territory – this is more than a thousand kilometers.

The governor emphasized that the evacuation mechanism has already been built. In total, it is planned to remove 9,000 minors. What about the parents? How prepared are they to send their children alone for so long?

In personal conversations, many say that they are afraid of family separation, especially in the current situation.

Residents of the shelled areas are collecting signatures for a collective appeal to the First Deputy Chairman of the Federation Council Andrei Turchak, who is begged to provide assistance and assistance in the rescue.

“Grayvoron and the entire urban district are under constant fire,” residents of the Belgorod region testify. – The distribution zone in Grayvoron, the city center, and populated areas were completely destroyed. There is no electricity in the area, the water supply does not work due to the lack of electricity supply to the pumps of the stations…”

They claim that in the settlements of Kozinka, Gora-Podol, Gorkovsky, Grayvoron and others, elderly people and pensioners have not yet been removed. Previously, the evacuation, according to them, was carried out by the residents themselves, as well as territorial defense and the local Ministry of Internal Affairs with the Ministry of Emergency Situations. In their opinion, the resources of temporary detention centers (temporary detention centers) to accommodate all those evacuated, as well as support measures, are not enough.

They ask Turchak to inform the country’s leadership, in particular Medvedev and Matvienko, about the current situation. And also initiate the creation of a working group, through the party or the Federation Council, in the Grayvoronsky urban district of the Belgorod region with the involvement of representatives of the Ministry of Emergency Situations and the Ministry of Defense in solving the problem.

In a collective appeal to citizens, social network users invite them to attach their photos and video files confirming the described facts.

The next refugees… Where should they go? In the Russian Federation, in principle, there is no program for the prompt provision of housing to those in need in the event of any emergency. Such a proposal – to provide apartments for social rent specifically to refugees and internally displaced persons – was voiced in the State Duma back in October 2022, but it was never developed and no funding was found.

The maximum that refugees can count on based on previous experience is temporary accommodation centers converted from hotels, rest homes and sanatoriums. But Ukrainian refugees still live in many of them.

In addition, as residents of the same Shebekino, where shelling began last year, complain, some promises of the local authorities remained only in words.

“There are resolutions 312, 313, according to which residents of Shebekino were supposed to receive payments of 10 and 50 thousand rubles. These resolutions were amended to the effect that people who were forced to leave the new territories under fire, that is, Belgorod, Grayvoron, also received the right to payments, but social security knows nothing about this, although we called them,” say the volunteers. At the same time, budget funds for resettlement seem to have been allocated. On February 9, 2024, the Government of the Russian Federation ordered to provide the budget of the Belgorod region with subsidies in the amount of up to 4.2 billion rubles from the reserve fund of the Government of the Russian Federation, including: to compensate for damage to those affected in the current situation, not only ordinary citizens, but also entrepreneurs.

However, even the residents of Novaya Tavolzhanka have not yet received new housing, this is a village in the Shebekinsky district, which was the very first to be shelled. Through joint efforts, lawyers and citizens of the region ensured that the authorities issued a decree on compensation, which was accompanied by lists of those resettled.

The victims are going to contact the Ministry of Construction to find out on what criteria these lists were formed. They believe that despite the allocation of funds, selective resettlement is occurring, which is a serious problem.

More than ten people have written complaints to the prosecutor’s office and are waiting for a response from them. Taken together with what is happening today, the number of victims in the Belgorod region is increasing every day.
