Putin supported Turchak’s proposal to equalize military salaries

President Vladimir Putin met with First Deputy Chairman of the Federation Council Andrey Turchak. He told the head of state about the results of the working group on the military operation in Ukraine. In particular, Mr. Turchak proposed to equalize the monetary allowance of military personnel, the president supported this idea.

Andrei Turchak said that the working group, created by decree of Mr. Putin at the end of 2022, had processed more than 25,000 requests. The group also prepared a number of proposals, including:

• to give participants in territorial defense and voluntary people’s squads in the regions the right to carry and use weapons;
• facilitate the conditions of military mortgages (removing the limitation on years of service, which now must exceed three years, reducing the minimum repayment period from 10 years to three or five);
• to equalize the monetary allowance of the fighters (now a mobilized volunteer receives 195 thousand rubles, wherever he is, and a contract soldier only if he is directly on the front line);
• introduce a unified federal standard that includes a “minimum required set of support measures” for participants in a military operation, as well as provide additional support for regions “with low budgetary security, who cannot cope with this task on their own”;
• restore the validity of the compulsory medical insurance policy for the period of vacation of a fighter (now, according to the law, the validity of the compulsory medical insurance policy for the period of military service is suspended);
• simplify the receipt of military payments for children (exclude military and awards when calculating the income of a family member over the past 12 months);
• to simplify the requirements for “initiative creation of weapons” (Mr. Turchak complained that now such an initiative development “is associated with the passage of a fairly large number of bureaucratic procedures” and “requires a tactical and technical task, a lot of approvals”).

Vladimir Putin asked that special attention be paid to the issue of ensuring “equal conditions for all those who are fighting for Russia with arms in their hands.” “We don’t care what category a person belongs to; what matters is how he relates to his homeland—this is a fundamental question. And this equality must be achieved unconditionally,” the president is convinced.

In April, the Federation Council approved billsreducing the terms of recognition of the missing and dead participants of the military operation in Ukraine. Andrey Turchak was among the developers of the initiative. By the second reading, the circle of persons to whom the new norms will apply has been expanded: it includes volunteers who have signed a contract with military companies, law enforcement officers, volunteers and other citizens who “lived or temporarily stayed” in the zone of military operation.
