Putin approved priority employment for participants in the military operation

Russian President Vladimir Putin signed a new version of the basic law “On employment in the Russian Federation.” The document, in particular, establishes the priority right of participants in the military operation in Ukraine and members of their families to employment.
The updated law defines the concepts of “citizens seeking work for the first time,” “citizens at risk of dismissal,” and “unemployed citizens.” The grounds for recognizing citizens as unemployed are also established. Among the changes is the fixation of the current size of the minimum and maximum unemployment benefits, equal to the minimum wage, as well as its annual indexation.
The amount of benefits for unemployed citizens in the first three months of payment will be 12,792 rubles, in the next three months of the period of payment of unemployment benefits – 5 thousand rubles. The minimum benefit amount is set at 1.5 thousand rubles. The benefit is indexed once a year based on the consumer price growth index for the previous year.
In addition, the document expanded the opportunities for Russian citizens to receive services from the state employment service – in particular, it secured the preferential right of participants in a military operation and members of their families to employment, as well as guarantees of employment for people with disabilities, citizens of pre-retirement age and orphans.
In December the government approved action plan to increase the level of employment of people with disabilities for 2023–2024. The plan included measures to assist in the employment of disabled soldiers of the military operation.
