“New People” again proposed to abolish fines for likes on social networks in the Russian Federation

State Duma deputies from the New People party edited their own bill to abolish fines for likes on social networks for Russians after negative feedback on the initiative from the federal government. Representatives of the political organization expect that this time they will be able to achieve liberalization of the current legislation.
As reported “Vedomosti”among the authors of the bill are the Deputy Speaker of the State Duma, ex-candidate for mayor of Moscow from the “New People” Vladislav Davankov, as well as deputies of the “New People” faction Ksenia Goryacheva and Anton Tkachev.
The previous time, a similar initiative “New People” was introduced to the State Duma in March of this year. However, in September the Russian government prepared a negative review of the party’s bill. The official response of the Federal Cabinet of Ministers states that Russian legislation does not define the concepts of “expression of emotions” and “marking publications,” which may result in “ambiguous interpretation in practice.”
After this, “New People” did not insist on considering the previous version of their draft law, but decided to finalize the document and re-introduce it to the State Duma, and also send it to the Russian government for review. Parliamentarians consider it necessary to supplement Art. 20.3.1 of the Administrative Code (inciting hatred or enmity, as well as humiliation of human dignity), which entails fines from 10 thousand to 500 thousand rubles, with a special note that actions aimed at inciting hatred or enmity cannot be understood expressions of emotions in the form of marking publications on the Internet. The expression of emotions in the form of marking should be understood as placing any marks on the Internet that are provided by the software of a website or application, used to express the user’s attitude towards a message. Deputies propose a similar note to Art. 20.3.3 Code of Administrative Offenses (public actions aimed at discrediting the Armed Forces or volunteer formations).
“New People” believe that their bill will contribute to “humanizing justice and clarifying judicial practice in cases related to guilty decisions for reactions to publications on social networks.”
