Andrey Kartapolov, Chairman of the State Duma Defense Committee, said “Gazete.Ru”that “there is no new mobilization and does not smell.” So he commented on the bill on criminal liability for evasion of mobilization, which is planned to be submitted to the State Duma this fall.

“It has absolutely nothing to do with each other. The fact is that we prepared this bill last fall, when partial mobilization was still underway. But for a long time there was an agreement, and only a few days ago the government commission approved it. That’s all. There is no smell of any new mobilization,” Andrey Kartapolov said.

Today, August 4, Mr. Kartapolov declaredthat the bill proposes to amend Art. 328 of the Criminal Code of the Russian Federation (avoidance of military and alternative civilian service). They will involve punishment for evading mobilization up to five years in prison or a fine of up to 500 thousand rubles. “When it will be adopted, it is still difficult to say. But, in our opinion, it is more than relevant, so there is no need to delay the procedure,” he said.

State Duma deputies at the plenary session on July 25 accepted laws on responsibility for conscription and mobilization. For non-appearance at the military registration and enlistment office, the maximum fine has been increased to 30 thousand rubles. A fine of 10-20 thousand rubles was introduced. for failure to notify the military commissariat of a change in marital status, education, change of place of work, study, position or place of residence.

President Vladimir Putin announced a partial mobilization on September 21, 2022. On October 31, he announced its completion, more than 300 thousand people were mobilized.
