Named the Russian school problems of refugees from the LDNR and Ukraine

Today in Russia there are more than 557,000 displaced children who were torn from their homes or fled from their homeland due to hostilities. Someone came to the Russian Federation permanently, having lost their house and property, someone moved temporarily, hoping to return. Be that as it may, almost half of the children who left the Donbass, Kherson, Zaporozhye and Ukraine went to school on September 1.

After September 1, many regions reported on the number of refugee children who came to their schools. Most of all, which is expected, schoolchildren from the LDNR and Ukraine turned out to be in the Rostov region – 2.7 thousand. More than 2 thousand children sat at their desks in the Crimea. Which, taking into account the total number of schoolchildren on the peninsula, was an increase of 10%. Schools in the Leningrad region received 225 refugee children. Throughout the Moscow region, several thousand new students are placed in schools, about 200 went to educational institutions in Moscow, for example, to the cadet corps under the RF IC.

However, the data is not published for all regions, because not all parents submitted the necessary documents and applications to the school on time. Adding to the complexity is the lack of medical records for most children. And not all parents expressed a desire to teach schoolchildren in the region of temporary stay.

On the one hand, a lot is being done for refugees placed in TAPs (temporary detention facilities). In addition to clothes and basic items, volunteers collect stationery and other school supplies. In some regions, teachers of schools where children are enrolled come directly to TAPs and conduct additional classes with them, diagnostics of knowledge. Also, since the beginning of the school year, school buses have been launched from most TAPs. Free “presidential” breakfasts and hot lunches are organized for kids, while older children go as food beneficiaries.

But still, the place of accommodation is not a home. Camps, sanatoriums, sports halls, houses of culture are poorly adapted for study. Most of these rooms do not even have enough tables and chairs. You have to write, draw literally on your knees, sitting in bed.

“I have two schoolchildren, 3rd and 5th grade,” says Alevtina, who left her native Gorlovka at the end of April. – Here, in the Kaluga region, they gave the House of Culture “for us”. Well, consider yourself lucky. There are few tables, but at least there are chairs. In general, of course, it is difficult for everyone to live in the barracks. Older people suffer from overcrowding, and we are used to a completely different life. Our family had a nice house. Apricots, grapes at that time were … For children, perhaps, the easiest thing here. For them, such a commune is a joy. Went to school, worried. But my school is fine. There are several other children from the LNR in their classes.

Alevtina admits that with the general support from the local population, negative things also happen. Still, this is a small town, with work from the locals is not very …

“Many locals tensed up when they found out that we would now receive 4,000 for children,” the refugee sighs. – And 10,000 one-time allowances were very outraged by some. A volunteer told us that there were dissatisfied, but, you know, callous, narrow-minded people are everywhere. Those who don’t understand what it’s like to lose everything. There are more normal people. And children, thank God, do not feel negative. September 1 passed with a bang, they returned satisfied. They were treated very warmly at school. Workbooks, teaching aids for six months or a year for our children were bought by volunteers through the parent committee.

“In order to improve the learning environment,” local education departments are trying to place refugee children in one class, a bunch. So it is easier to organize additional classes, feed and deliver, and the children themselves are easier in the company. But there is no question of choosing a school with advanced mathematics or foreign languages.

With studies, there are problems mainly among high school students, where there is still a noticeable lag behind the curriculum. In the LDNR, it was slower due to breaks in studies, when schools did not work on alarm. And 2-3 years ago they studied Ukrainian. For example, students came to Stavropol who had not studied properly for two years. But it is more difficult than others, of course, for schoolchildren from Ukraine. There was another program, teaching was in their native language.

“I understand Russian, but writing in it is very difficult,” says Mikhail, a tenth-grader from Kherson. – I failed the adaptation tests in Russian. Helps mathematics, which I know well. But here the program goes a little forward, we also need to catch up.

Adding to the complexity is the fact that many families are divided. A considerable number of schoolchildren live in TACs with their grandparents, aunts and uncles, some other relatives or even family friends. While parents for various reasons remain at home. Someone is trying to save the house, someone cannot quit their job…

There are also problems with documents. Despite the simplified registration procedure that the president spoke about (the review period for each stage is 3-5 days), the list of papers required for enrolling in a school is impressive. You need to have an identity card, a birth certificate (and also for the brothers and sisters of the student, if two or more children are enrolled). A document on guardianship or guardianship, registration or certificate of acceptance of documents for registration, etc. Holders of Ukrainian passports still need to submit a document confirming the relationship or the child’s right to stay in the Russian Federation (migration card, refugee certificate, etc.).

At the same time, if a refugee does not have a complete or partial set of documents, you can also safely apply to the school. The mechanism for working with such refugees has been worked out. Ever since spring, there have been cases when all the documents were burned, lost or forgotten. In such cases, you need to contact the local department of education, it is best to personally come to the reception. A place in the school must be provided to the child. However, in this case, the registration process is greatly delayed.
