Muzraev was given a colossal sentence: the most terrible crime of the ex-head of the Volgograd IC was arson

The sentence is worse than the governor’s
The Southern District Military Court found guilty of organizing a terrorist attack and an attempt on the life of the Governor of the Volgograd Region Andrei Bocharov, the former head of the Investigative Committee for this region, Mikhail Muzraev. In the past, the chief investigator of the region, by decision of Themis, will go to a colony for 20 years. He also lost the rank of Lieutenant General of Justice and state awards. As someone noted, a third of the prisoners in Russia are imprisoned for nothing, a third for the wrong thing, and another third for a cause. It seems that Muzraev belongs to the second category. During the trial, there was essentially no evidence that he was a murderer and a terrorist (and the accusation itself looks rather absurd), but evidence of possible corruption appeared. In addition, it turned out that the head of the Investigative Committee was in conflict with the chairman of the regional court and generally behaved like a “master of the region.”
Muzraev was detained in the summer of 2019. In the cell “Lefortovo”, where I came as a member of the POC with a check, he looked completely bewildered. And not because, in principle, he could not imagine that he would someday be in the place of those who were arrested. The point is different. He could not understand the essence of the accusation. And he was accused of organizing the arson of the house of Governor Bocharov on November 16, 2016. Moreover, it was not clear what the motive could be, and why the arson was qualified as a “terrorist act.”
The chief investigator of the region may not have been friends with the governor, but he certainly did not clash. Muzraev even supported him in the elections. According to the head of the Investigative Committee, on the day of the emergency, he personally arrived at the scene, immediately organized all the necessary investigative actions, and detained the criminals. And by the way, on the same day, together with Bocharov, he came to a public event. Bocharov himself did not give any evidence incriminating Muzraev. And yet the charges were brought. The investigation called the motive Muzraev’s desire to influence the political situation in the region.
In the debate, the lawyer made a whole philosophical speech dedicated to this. I will quote a few particularly striking pieces: “Muzraev’s influence on political processes as the head of the investigative body of the subject can only be compared with the butterfly effect in a deterministic-chaotic system. Of course, certain criminal cases in the SU, especially against high-ranking officials and businessmen, affect the political situation in the region. But a distinction is needed here – do these criminal cases have a political goal to obtain a political result, or … influence politics indirectly, in a chaotic way? In any case, a political actor must have mandatory criteria – his own interests, resources – and influence the preparation and adoption of decisions important for the region. Approximately according to this logic, the charge in the episode about arson was formulated. Only I believe that it was not possible to prove any of the criteria in relation to Muzraev.”
Interestingly, during the process, several witnesses (let’s call them reputable businessmen) stated that they had given bribes to Muzraev. These statements were confirmed by their guards. It sounded something like this: “I drove the chief to the meeting place with Muzraev. He came out with 5 million rubles. I returned without money. Like it or not, a new investigation should already find out, if there is one. According to our information, the Investigative Committee forwarded this testimony to the FSB for a decision to initiate a new criminal case.
It sounded in court that Muzraev himself was rather tough and uncompromising even when there was no need for this. As an example, he tried to prosecute the chairman of the regional court for wanting to use decommissioned tiles from Mamaev Kurgan in his dacha. At one time, because of Muzraev, many high-ranking officials lost their positions. Among them are the ex-mayor of Volgograd Evgeny Ishchenko, the head of the Main Directorate of the Ministry of Emergency Situations Vladimir Sosnov, the head of the Main Directorate of the Ministry of Internal Affairs Mikhail Tsukruk, the head of the traffic police in the Volgograd region Florida Salimyanov (deceased), the chairman of the city Duma Pavel Karaev. Given this, we can agree: yes, he had political influence in the region. But then why would he need to set fire to the governor’s house?
20 years in a strict regime colony is a colossal term (by the way, they gave exactly as much as the prosecutor requested). Someone noticed at the trial: they say, this is how the judges “get even” with Muzraev for their colleague from Volgograd. And the sources of the investigation told us that he could have been given no less on charges of bribery, taking into account the testimony that was made. For example, the same governors who take bribes in Russia are judged very strictly. A vivid example is the ex-head of Sakhalin, who received first 15 years, then another 13. However, Muzraev was not tried for corruption crimes and was given 20 years for arson. As a result, no one was even hurt.
