The Ministry of Internal Affairs of Russia proposes to introduce fines for migrants living in the country for a low “language rating”. The size of the punishment is supposed to be made dependent on the knowledge of the Russian language by visitors. In addition, for a good knowledge of the Russian language, the Ministry of Internal Affairs is calling for tax benefits to be given to migrants.

“The effective impact of the introduction of a language rating should come after an adaptation period, for example, after one to three months from the date of receipt of an identification card. In the case of a low rating, this is stimulation – an adaptation payment, ”said Valentina Kazakova, head of the main department for migration issues of the Russian Ministry of Internal Affairs, during a round table in the State Duma (quote from “Interfax”).

Ms. Kazakova clarified that the department proposes to introduce a point system for assessing the language adaptation of a citizen – a “language rating”. It will be calculated on the basis of an algorithm for assessing factual information about a foreign citizen. After that, migrants are proposed to be divided into several categories according to the level of Russian language proficiency.

According to Valentina Kazakova, it is possible to provide migrants with a discount on personal income tax for a good knowledge of the Russian language. The size of the discount, according to the proposal of the ministry, can reach up to 50%.

Ms. Kazakova noted that the size of the discount should be differentiated. For the basic level of Russian language proficiency, a 10% income tax discount should be given, for the average level – 15%, for the highest – 20%, and migrants who are native speakers of the Russian language should be entitled to a 50% discount.
