Chairman of the Investigative Committee of Russia (ICR) Alexander Bastrykin said that today more than 400 thousand teenagers are on preventive registration, a quarter of them commit offenses again. According to him, in general, last year the number of serious and especially serious crimes committed by teenagers increased.

“I instructed the divisions of the central apparatus to carefully analyze the materials of the criminal cases being investigated on these facts, to summarize the necessary information, including the reasons and conditions that contributed to the commission of each of these crimes. The information will be sent to the relevant authorities for consideration when organizing further preventive work,” Mr. Bastrykin said in an interview “Komsomolskaya Pravda”.

According to the chairman of the Investigative Committee, in 2022, 8,573 criminal cases were initiated against minors, and in 2023 – 8,757. Last year, there was a third increase in serious and especially serious crimes. “In the total array of crimes they committed, the share of group crime amounted to over 40%,” said Alexander Bastrykin.

In March, a bill was introduced to the State Duma on the need to create a register of mentors based on the information system “Dobro.RF” and the GIS “Prevention” for children and adolescents who find themselves in difficult life situations. The registry based on Prevention also proposes to include information about juvenile offenders.
