The adoption of a document developed by the Russian Ministry of Internal Affairs will significantly facilitate the resettlement of compatriots living abroad to Russia. In particular, submitted by the ministry for public discussion draft presidential decree involves inclusion in the state program to assist the voluntary resettlement of Russian citizens who were permanently living abroad before the start of a special military operation.

In accordance with the current rules, only citizens of foreign states or equivalent stateless persons can receive the right to preferences that are provided to those relocating. If a new decree is signed, people with Russian passports who permanently resided in unfriendly states as of February 24, 2022 will be able to receive the same status.

In addition, the list of persons who will be recognized as family members of a resettlement program participant has been significantly expanded. In particular, it is planned to add adoptive parents and children adopted or under the care of a program participant to the number of family members.

In addition, the list of requirements for filling out the data bank, which reflects information about each participant in the state program and members of his family, will be expanded. Participants must transmit this data at each stage of resettlement. Now this means submitting an application for participation in the program, obtaining a certificate of participation, residence and residence permits, and acquiring citizenship. With the adoption of the document, they will, in addition, have to inform about the deprivation of participant status. But in this case, there will be no need to report border crossings, as is happening now: the authorities will track them on their own.
