The moratorium on imposing fines for the lack of smart meters for electricity in apartment buildings expires on January 1, 2024. The head of the legal support of disputes in the field of housing and communal services and real estate management of the Yakovlev and Partners legal group, Sergei Sergeev, recalled this in a conversation with the Prime agency.

According to the law, if the moratorium ends, fines will be applied to suppliers and network organizations. The expert noted that in theory the direct impact of fines on consumers is not expected, however, companies and network organizations can transfer financial obligations to consumers by increasing tariffs.

However, there is a possibility of extending the moratorium, which will depend on the industry’s readiness to transition to a new accounting system, the general economic situation and inflation trends. According to Sergeev, the mechanism for applying fines has not been finalized.
